Perry can mobilize the Texas State Guard if it comes to that. The State Guard was created in response to the federalization of the National Guard.
They cannot be federalized: 32 U.S. Code § 109 - Maintenance of other troops

Glad to see Gov. Perry take the initiative, but if we are going to get serious about protecting the "soft under-belly" of the United States from this invasion we are going to have to get serious about it like the Israelis have and construct a real border fence from Western California to East Texas similar to this ....
 And you might say, "Well that's all well and good, but how do you propose to pay for something like this?" My answer .... Divert the BILLIONS of American Tax Payer dollars of FOREIGN AID to the security of those American Tax Payers.
