The psychopath part was talking about the movie and just the movie. He just finished talking about how Hurt Locker exhibited moral ambiguity, but that American Sniper was just "he’s a psychopath patriot, and we love him." He does not talk about Chris Kyle until after that, when he quotes from the book.
Other than the portions where Bill Maher brings up quotes from Chris Kyle himself (which is confronted by his guests that you cannot sum up an individual from one or two quotes), the whole spiel was about the movie. Given, Bill Maher cannot seem to keep straight which one he is talking about, but he is correct that a lot of people went to see it because they want to do the 'patriotic' thing. He is also correct in that from a critical (artsy) viewpoint the movie is lacking because there is no moral ambiguity that makes you question your own way of thinking. There is nothing wrong with questioning the quality of the Hollywood version.
For the snide comments about Chris Kyle, I would happily see his pansy a** tarred and feathered.

I did a little research last night. You're right. At the time he went to BUD's he had an opportunity to continue a 26 week training to become a SEAL. He chose to stay with UDT's. Which were disbanded in 1983.
Interestingly enough the blowhard also never saw combat in Vietnam. So for many years he mischaracterized his time in the military and Vietnam.
